Chair

Justin Dula, AICP (he/him)

Justin is based in Philadelphia, Pennsylvania, and transitioned from local government planning into environmental justice work over six years ago. His background in planning has been foundational to his work in environmental regulation, underscoring the value of planning skills beyond traditional roles. Outside of work, he enjoys techno music and rediscovering roller coasters with the queer-led Scream Queens Coaster Club.

Justin is looking forward to using his final term to encourage the next generation of division leaders and continue expanding the division’s volunteer and committee structure. Building on lessons learned during COVID, he is committed to growing capacity, deepening member engagement, and sustaining the strong momentum created through shared leadership.

Vice Chair

Ethan Shafer (they/he)

Ethan is an urban planner based in Colorado Springs, focused on balancing growth with livability and creating spaces of connection through creative placemaking. Beyond their professional work, they are passionate about building queer community and fostering belonging through advocacy and the arts. Music is their creative outlet, and they recently had the honor of performing at Carnegie Hall.

Ethan is excited to build on the division’s momentum by strengthening communication, engagement, and connection within the LGBTQ+ and Planning Division. Drawing on their experience as Secretary/Treasurer, they aim to expand inclusive programming, enhance digital outreach, and create meaningful opportunities for dialogue through regional events, student involvement, and creative initiatives that uplift every voice.

Secretary/Treasurer

Kohl Malo, AICP (he/him)

Kohl is a project planner based in the DMV region, focused on integrating transportation and land use to address complex planning challenges. He has been active with APA for seven years through the Student Representatives Council. Outside of planning, his shepherd dog, Strudel, keeps him busy and recently celebrated her fourth birthday.

Kohl is excited to support the division’s work by helping ensure smooth operations as Secretary/Treasurer role. He looks forward to learning from division members and the Executive Team while supporting LGBTQ+ presence, visibility, and community within the planning profession.

Division Advisor / Past Chair

Linda Amato, FAICP (she/her)

Linda has built a distinguished career spanning more than thirty years, with extensive experience in transportation and environmental analysis. Her work has supported major transportation projects across the United States, Canada, and Puerto Rico, reflecting a strong commitment to thoughtful, impactful planning.

Linda served as Division Chair from 2009 to 2011 and continues to play an active role in supporting division leadership. She contributes to general administration, conference planning, and communications, helping to ensure the division remains organized, connected, and responsive to its members.
